The answer is to honour the work of animals in war! It was created in the UK for animals who demonstrated "conspicuous gallantry or devotion to duty while serving or associated with any branch of the Armed Forces or Civil Defence Units". It has been awarded so far to 63 animals. (Wikipedia)
